Johannes de Graaff was born in 1729 and died in 1813. He also referred to as Johannis de Graeff in some documents, was a Dutch Governor of Sint Eustatius, Saba, and Sint Maarten in the Netherlands Antilles during the difficult time of the American Revolutionary War.

1. De Graaff was born in Sint Eustatius
Sint Eustatius is also known locally as Statia. It is an island in the Caribbean. It is a special municipality in the Netherlands. The island lies in the northern Leeward Islands portion of the West Indies, southeast of the Virgin Islands.
Sint Eustatius is immediate to the northwest of Saint Kitts, and the southeast of Saba. The regional capital is Oranjestad. The island has an area of 21 square kilometers. De Graaff is the son of Simon de Graaff, a member of the island council.
2. De Graff had had connections of leadership since he was young
Simon de Graaff, his father, was a member of the island council. Early, De Graaff received his education in the Netherlands. After he returned to Sint Eustatius, he married Maria Heyliger, the daughter of the ruling Commander (Governor) Abraham Heyliger.
De Graaff started his career as a military commander of Sint Maarten and, after his wife’s death, on 5 September 1776, he was made Commander or Governor in everyday parlance of Sint Eustatius. De Graaff had a high chance of acquiring a seat in the ruling family and this was certain he was close to those rulers.
3. Johannes de Graaff gave the United States of America a commemorative salute
Sint Eustatius was the most important place for dealing or smuggling with Americans. On 16 November 1776, at the beginning of the American Revolutionary War, the American navy ship USS Andrew Doria, with the American Declaration of Independence on board, arrived in St. Eustatius.
Its captain fired a salute to the Dutch flag on Fort Oranje and Johannes de Graaff decided to answer the salute with eleven gunshots. And so the United States of America was for the first time recognized as a nation by this salute of eleven guns.

At St. Eustatius, in the West Indies, on the 16th of November, 1776, the Dutch governor, Johannes de Graeff, after reading the American Declaration of Independence saluted their flag of thirteen stripes.
Between 1775 and 1783, half of their war with Britain supplies imported from Europe came from this island of Sint Eustatius.
5. How did the British react when De Graaff accepted the salute from her colony?
Take note that the American Revolutionary War secured American independence from Great Britain. And the War took place in North America, the Caribbean, and the Atlantic Ocean. Sint Eustatius is an island in the Caribbean.
This salute was the famed “First Salute”, which was the first international acknowledgment of American independence. Andrew Doria was carrying a copy of the Declaration of Independence, which was presented to Governor De Graaff.
The British were furious at the recognition and protested against the Dutch government. De Graaff was recalled to the Netherlands following British protests against the Dutch government. He explained his motivations and was sent back to Sint Eustatius.
6. Sint Eustatius was captured from De Graaff
The Capture of Sint Eustatius took place in February 1781 during the Fourth Anglo-Dutch War when the British army and naval forces under Lieutenant-General Sir John Vaughan and Admiral George Rodney seized the Dutch-owned Caribbean island of Sint Eustatius.
The capture was controversial in Britain, as it was alleged that Vaughan and Rodney had used the opportunity to enrich themselves and had neglected more important military duties. The island was subsequently taken by Dutch-allied French forces in late 1781, ending the British occupation.
De Graaff held his position of Commander of Sint Eustatius. until admiral Rodney, leading a large naval force, captured the island in February 1781.
A British expedition of 3,000 troops sailed from Saint Lucia on 30 January 1781. Rodney left behind ships to monitor the French on Martinique. He also sent Samuel Hood ahead to stop any merchant ships escaping from the harbor.
The main force arrived off St. Eustatius on 3 February. Rodney’s ships took up a position to neutralize any shore batteries. Two or three shots were fired from the only Dutch warship on the roadstead, the frigate Mars under Captain Count Van Bijland.
7. De Graaff prioritized his people when his leadership was at stake
Instead of disembarking the troops and launching an immediate assault, Rodney sent a message to Governor Johannes de Graaff suggesting that he surrender to avoid bloodshed. De Graaff agreed to the proposal and surrendered. De Graaff had ten guns in Fort Orange and sixty soldiers.
His tactic of better half than none saved his people. De Graaff did not put his pride of superiority first. Instead, he prioritized his people and that is why he did not go on an expedition during the capture of his island, Sint Eustatius.

His wives were; Maria Heyliger and Judith de Graaff. He then resumed a post on the island as a governor. De Graaff died on the Island of Sint Eustatius.

Johannes de Graaff’s portrait is erected in the New Hampshire Statehouse. The Portrait photo was painted by A. L. Brockman, in 1834. The portrait painting was presented to the State of New Hampshire by Paul Cragin, in 1837, on behalf of his brother F. W. Cragin, of Surinam.
