New Penalty Rules Set to be Introduced in July 2023<\/span><\/h2>\n

During the penalty shootout in the final, Argentina’s goalie did everything he could to keep France’s players at bay.<\/span><\/p>\n

Martinez received a yellow card for his theatrics, which included throwing the ball away from Aurelien Tchouameni, who missed a penalty.<\/span><\/p>\n

Nevertheless, similar antics will no longer be seen in July.<\/span><\/p>\n

Goalkeepers can no longer tease opposing players during penalties, thanks to a series of regulation changes implemented by the International Football Association Board (IFAB) in July.<\/span><\/p>\n

The rule changes were disclosed by the IFAB in their 2023\/24 law revisions report, which states in Law 14 – ‘The Penalty Kick’ – that goalkeepers are no longer allowed to “unfairly distract” a penalty taker.<\/span><\/p>\n

“Clarification that the goalkeeper must not conduct in a way that undermines respect for the game and the opponent, i.e. by unjustly distracting the kicker,” it adds.<\/span><\/p>\n

“Before the ball is kicked, the defensive goalkeeper must stand on the goal line, facing the kicker, between the goalposts, without touching the goalposts, crossbar, or goal net.” The goalkeeper shall not operate in a way that unjustly distracts the kicker, such as delaying the take-off or touching the goalposts, crossbar, or goal net.”<\/span><\/p>\n

In response to these regulations, “I’ve always said that after the Copa America, I’m not sure I’d do it again. I had already saved the penalties I needed to save “Martinez explained<\/span><\/p>\n

“And now it’s happened to me; I’m not sure if I’ll save a penalty in 20 years, maybe not, but I had to tackle them in the Copa America and the World Cup. That I was able to halt them and contribute to the team’s victory is sufficient for me. We will always have to adapt to modern rules and FIFA’s wishes, so there will be no issues. We’ll adjust.”<\/span><\/p>\n

Some players have reacted negatively to the decision, with AC Milan and France goalkeeper Mike Maignan jokingly tweeting: “New IFAB penalty rules 2026: Goalkeepers must have their backs to the shot.” If the penalty is saved, the other team is awarded an indirect freekick.”<\/span><\/p>\n

This comes at a time when penalty kicks are still severely skewed in favor of goalkeepers. Currently, a goalie must have one of his feet on the line before the penalty is called. If the goalie moves one of his feet away from the line and saves the penalty, the penalty is usually retaken. This guideline does not account for the stutters that penalty takers experience before hitting the ball. With penalties often being a game of wits, it will be interesting to see how goalkeepers will now try to deceive their opponents.<\/span><\/p>\n

The new regulations also prohibit goalkeepers from acting disrespectfully, which might include engaging in different celebrations if the penalty is missed.<\/span><\/p>\n

Teams have recently developed strategies to safeguard penalty takers and maintain their concentration as they are ready to shoot. This was demonstrated when Kieran Trippier played the decoy player during Newcastle’s match against Nottingham Forest in March 2023. Trippier pretended to take the penalty but instead passed the ball to Alexander Isak, who scored the game-winning goal moments later.<\/span><\/p>\n
